At the beginning of a new century and a new millennium, treatment of alcohol and other drug abuse and addiction faces both crises and great opportunities. In the decades since the Second World War, America and the world have gone from being cultures with drug-using subpopulations to cultures that use and abuse drugs. Until recently, the national response to an unprecedented spread of addiction and abuse has been a draconian "war on drugs." This so-called war, supported by data-proof national and international policies, has served to criminalize and drive underground the victims of a disease.
The director of the National Institute on Drug Abuse has declared drug addiction to be a "brain disease." That declaration is supported by scientific research that consistently shows addiction to be a product of hereditary and environmental factors not unlike those found with the disease of diabetes. Yet the sufferers from the latter disease are treated while many victims of the former have found themselves in prison for the crime of being sick.
